The agglomeration brings together the Kryvyi Rih, Apostolove and Zelenodolsk city councils; Sofiivka and Shyroke settlement councils; and Lozuvatka, Vakulivka, Nyvotrudivka, Hleiuvatka, Hrechanopodivka, Karpivka, Hrushivka, Devladove and Novopillia village councils.
The formation of the agglomeration is the result of communities’ work on shared development priorities. With the support of the KRYTSIA: Support for the Recovery of Kryvyi Rih Raion project, communities have had access to a platform for regular dialogue, expert guidance and organisational support to develop a shared vision and practical mechanisms for cooperation.
The first four communities began working in this format in May 2026. Over the following four months, ten more communities joined the process. This has enabled the communities to move from individual initiatives towards a broader format of intermunicipal cooperation across Kryvyi Rih Raion.
The Kryvyi Rih Agglomeration is intended to serve as a practical mechanism for coordinating communities around shared priorities, developing intermunicipal projects, pooling resources and attracting additional funding. This includes joint solutions in areas such as infrastructure, water supply, energy efficiency, economic development and investment.
“The agglomeration should become a mechanism for voluntary coordination among communities — for jointly identifying priorities, preparing large-scale intermunicipal projects, pooling resources and strengthening the district’s position in engagement with the government, international partners, donors and investors. At the same time, each community retains its autonomy,” said Yurii Vilkul, Acting Mayor of Kryvyi Rih.
The next step will be to develop a joint Kryvyi Rih Agglomeration Development Strategy, establish permanent coordination mechanisms and prepare a portfolio of joint investment and infrastructure projects.
“New communities have joined the Kryvyi Rih Agglomeration. This was preceded by a process involving many meetings and joint work, because an agglomeration begins with trust and a shared willingness to move forward together,” said Matthias Morgner, Deputy Team Lead from LuxDev.
The KRYTSIA project will continue to provide communities with expert and organisational support for the development of the agglomeration.
